The IHM was commissioned by the Ministry of Regional Identity, Local Government, Building and Digitalization of the State of North Rhine-Westphalia to develop a management plan and a buffer zone for the North Rhine-Westphalian World Heritage property Castles of Augustusburg and Falkenlust at Brühl. The Augustusburg and Falkenlust Palaces, including their baroque gardens and park, were inscribed as a World Heritage property in 1984 under criteria (ii) and (iv). They are among the most complete and earliest examples of the Rococo period outside France. The complex is furthermore an exceptional example of an 18th century princely residence.

In line with the latest UNESCO requirements, an attribute mapping was initially carried out as the basis for the management plan to be developed. Based on an analysis of the OUV and its criteria, the value-bearing attributes were identified and mapped in a geoinformation system as part of expert discussions and several on-site mapping activities. Spatial priorities for the management plan were identified by means of a significance grading and a vulnerability assessment. In a phase of intensive participation, the strategic objectives of the management plan were defined.

The defined buffer zone was prepared for submission to UNESCO in the form of a Minor Boundary Modification request. On 28 July 2024, the World Heritage Committee formally adopted the proposed buffer zone at its 46th session in New Delhi.
